"Galaxy Tools" are pre-made tools provided by Galaxy as helpers for themes

They can inject custom code in the head of the page

For now, there is only one value possible for this field rate-components

By adding this value to a theme, it will automatically add some code to the head of all pages

This code provides some HTML Custom Element to abstract the logic to fetch rates
